In the PHB's defence; and yes, I know I'm going to get an automatic thumbs down just for typing that, it makes sense to pay the contractor to train Dilbert. That way if a similar issue arises in the future, the PHB can make Dilbert do the job for free and the PHB can spend the money he saves on a fact finding mission in Hawaii.
This is a perfect example of a stopped clock being right twice a day.
Or all other companies are just as dumb. That is what I believe.
Most nations and companies are not run well, but some do well, because the others are even more mismanaged, corrupt, unfair, dogmatic.
