@delwood.I think Adams is using Dogbert to show how today's society allows people that would in other ages be thrown out of the clan and removed from the gene pool to be respected and have offsprings, just because they got some high-ranking position in some company or devised a method to get rich quick. Aka, what I think Adams is saying is "Good thing society hasn't granted full citizen rights to dogs (because fortunately they can't talk in real life), otherwise we would see dog CEOs and dogs dating supermodels".
So yeah, Dogbert is meant to be hated.
