errrr, all panel 3 does is it widens the pools of suggestions from idiots. A better idea would be to have a vetting process involving critical thinking about the viability of suggestions, alternatively to have a visio... wait don't even bother to say the word visionary around PHB or the CEO, they'll both assume that means them!
