I am confused as well - but sadly I am not native speaker so maybe thats why :(First thing that came to my mind was "dictum" which was kind of funny because Dilbert - been working for PHB all his life (for all I know) - does not know what this means due to PHBs slack leadership.
For Dogbert however - being a dog and thereby being related to wolves - the moon is something magical which is somewhat "dictating" their entire live; at least some documentaries portray it like that ..

The only word I can think of is scrotum, but that seems like an odd thing to call the moon...

I don't understand it. What rhymes with totem? I don't know that much that much insults in English. :)
