Years ago, i worked as a lone IT staff of a "small" company (60 employers), yes one of those works where you must do, from to install a maintenance the printer to program small projects, and i asked for a raise. Do you know what they said?. They not only refused to give me a raise but they also hired a new IT boss, a guy that have not clue about computer system. I quit in 15 days.
Where I work we won't be getting a raise cause we accomplished too much. They will just give everyone a low rating on their evaluations so they don't have to give anyone a raise. Did that last year. They do this so they can "remain competitive" and "retain employees". This explains why we only have a 40-60% turnover rate.
