My former PHB was just like this - except he rarely tried to talk to us first. When he had something major for the department, he would work up the plan/process/paperwork/ etc. on his own, and then have someone from upper management come in to "oversee" the results. He ran about a 50/50 success rate on this because he never ran any of his wonderful ideas past the people who had to implement them. One idea of his managed to mess up our departments IT system for about 3 days - he was "promoted" to a operations and training division after that. We found out about 2 years later he was fired 2 months after the "promotion".
