The Dunning-Kruger effect is one of those things that, once you've read their paper once, nothing is quite the same.. you start thinking that the more confident and certain someone comes across, the more likely they are to be wrong; the more equivocal and thoughtful, the more likely they are to be right. And that's a huge change in attitude..
It's by no means just science bosses.. chancellors of the Exchequers, prime ministers and the like all seem to suffer from the same self-delusions.
All Tina needs to do is utilize the phantasmagoric program entitled "Power BS" and no one will understand anything that is produced, except the PHB, who will claim to understand whatever it produces so no one will know that he doesn't understand anything to begin with. Wally, on the other hand, has no need to understand anything anybody does. The Zen of Wally....It's amazing the stuff I write after I've had some strong coffee...
