Dilbert would know about the free alternatives; Nagios being the obvious starting point. OK, so I'm not entering into the spirit of this am I ? :)

Management does not believe in the importance of infrastructure; if you're not adding new (useless/check-box) features or fixing bugs (of questionable importance/validity) then you're not "working."
