Hmm, Dilbert should take a different angle, and not even show up for work the next day. When he shows up the following day, he should point out what the PHB said. When the PHB, expectedly stat's to protest, dilbert should point out that at the time the PHB said he could leave early for that day, it was actually the next day at their office in Elbonia so he was just leaving early on a corporate time scale.

Here's my typical scenario:

8 AM: "Hey guys, it's the day before [insert holiday here]! Keep on top of things and I'm certain we can leave shortly after lunch!!"

Noon: "We're nearing the finish line! If you work through lunch, I'm certain we'll be able to leave in the next hour!"

1 PM: ...silence...
2 PM: ...silence...
3 PM: ...silence...

4 PM: "So here's the update. We have to assist [insert inept team here] so we can get out of here ASAP. Oh, and I'm going to pass around a takeout menu because we'll probably be here for dinner."
