Dilbert's "Eh?" is the clue that Adams is not, in fact, advocating socialism. The PHB is expressing, in a twisted way, that a synonym for the uninformed consumer is "food". The ignorant consumer is consumed.

The term "deniability" itself implies the ability to deny and get away with it, not the ability to shake your little fist and swear you are't wrong and everybody else is.

While advocating capitalism, he is also projecting the problems with capitalism, which are very much in the news today and hence readily provide joke material.

jo_jo_ba, capitalism without deniability and without resorting to crime is the same as poverty.
Deniability is of little use when in a jail cell.
