Bad ideas that do not work? Don't aks the people who know, but hire a manager to explain the !$%*!$%*! Not enough people to do the job? Don't hire more people, but hire a manager to 'help' the available workforce to get the job done.
Normally, to hire a manager to solve such problems caused another managers is a solution only managers would think of. Usally, it doesn't work.

Some changes are not more work for everyone. Those changes are much easier to push. Changes that are more work for everyone shouldn't be considered good for the organization.
I maybe with PHB on this one - Employees always see what is good for them and not the organization. Change of any kind is hard to push, because it is more work for everyone.
