No. Telling the people what to do (and usually blaming them if things went wrong) is not delegating, it's sitting in a chair and telling the people what to do.
When a leader delegates, he delegates freedom of choice and responsibility, not only work.
Nice job on this comic strip Scott. A leader is someone who takes the steps and does what he or she thinks is right. This strip shows just how bad our (united states) government has become. No one does anything without a poll telling them it is the right thing to do. The people in congress have no backbone anymore. Much like dilbert's position, we the people, suffer the consequences of this ineffectiveness.

Maybe PHB just expects that Dilbert Cyanide personality be the poison pill to never get a consensus on the idea. And when that happens Dilbert will have no one but himself to blame for.
You're just half right: He wants to be appreciatet beeing a 'leader', but does not want to do the work that comes with 'leadership'. It is called 'Leadership by sittig around'.
He do not want his employees being slaves – that would mean real work, too.
