The PHB doesn't even realize that she works at his company and thinks that she's from somewhere else and is interviewing him for a job.....talk about non compos mentis....

If the woman submitting her resignation included herself in the comment, that would tend to be ironic. As she is mocking the PHB, more in the vein of sarcasm.
