What you wrote is probably correct in business enterprises; but not in research, where IDEAS almost always come from individuals, although working them out might require big teams.
Look at the management training material (I stumbled on to it when I googled Millennial Employees, because I didn't know I was one).
It talks about how to engage the staff so they feel at home in your company.
At no point does it suggest paying them the going rate so the competitors can't offer them more salary.
