The Golden Rule is seriously flawed as it assumes that everyone wants the same things.

Paul got it wrong. The original form of the so-called Golden Rule was proscriptive, not prescriptive. "Do NOT unto others what you would NOT want done to you." In that form, it restrains action but does not dictate it.
