Regarding the third panel, Catbert will NEVER get what Dilbert is suggesting.

As I see it, Dilbert is not the one going to the other workers space. Thus is not bullying but self defense.

However, that "friendly" suggestion had a rather unfriendly tone. If Dilbert is not careful, he might end up with a lot of free time in his hands.
