Both PHB and Wally are right. You can be proactive about the deadline by requesting more resources or by deciding to give up and not meet the deadline.
Employees are not allowed to take the second choice.
Only managers are qualified in the area of quitting.
Not sure how PHB could have a closed door policy... considering he doesn't have a door to close, I am wondering if it was thought safer to leave no door in place since PHB doesn't even know how to open a door correctly.

Pretty sure his rant is more akin to capitalism, trying to trade for/bargain for as much as possible with giving up as little value as possible. Either way it's not political, he is just trying to create the illusion of hostile environments preventing him from being able to work well.
