They're both trying to present correlation as causation in the way that they think will produce the best outcome for themselves.

@PhilfyPhilThe same can be said of Dilbert's position.
Dilbert implies that the trust came first (otherwise he wouldn't even mention it to PHB). And PHB says directly that the performance (which proves worthiness of trust) came first.
