It's kinda sad when Managers are literally that bad... it's good when managers actually know what they are talking unfortunately the larger the company you are in, the more likely you are to get the former rather than the latter.

but Dilbert did ask for advice implicitly, it just wasn't the advice/opinions he asked after. He was instead asking for advise on what NOT to do.

It's an old management trick. If it works they take the credit. If it fails you get the blame.
