Similarity? The military invented that system. Is far cheaper to appeal to someones ego, than to give a real reward.

But to be fair, it used to be a system in which a person of respect can be identified. As medals used to be earned by showing exceptional courage.

A medal do not give honor to a person. It is the person that gives honor to the medal.

I know some are going to hate me for this comment, but I cannot help noticing the similarity between the PHB's described system and that used by the military.
