They can't fire him because of Union agreements so they "make work" for him in the Water and Sewer Department. He's a farrier, not a blacksmith or welder.

As always, there is more to the story: the Detroit "horseshoer" or farrier, actually works at the central repair facility doing welding and metalwork, for about $30,000. Which is actually a bargain.

Ah yes, the old "special projects" 25 sq ft office with no windows at the back of the plant. The one that used to be a janitor closet. I knew a guy that would come it at 8 am sharp, stay in that office for 8 hours and leave, at 4:30 sharp, for years. Finally HR gave up and RIFed him, since he accumulated so many more years in special projects his payout was huge.
