I would be surprised that a hospital would use the term "procurement": in business, that term usually means purchasing, which is illegal to do with human organs.

"Harvesting" has become a euphemism, especially when used by hunters, as in "Don't let that scene bother you, son; Bambi's mama was just harvested..."

Alternatively, it means that it is a fair average.
