Theory: complaints travel upwards and solutions travel downwards

Reality: complaints travel downwards, followed by complaints upwards until somebody decides to do something and hopes it fixes some issue or other.

Its annoying as the phrase "Its not a problem, its an opportunity."
Like the problem of the customer changing the design last minute becomes the opportunity to work till midnight every night.

Then when nothing is done, Dilbert can complain with Wally.

It is reasonable to ask... If solutions to all the issues are found and communicated by his staff, what *is* the function of the PHB's position?

Complaints are management's principle contribution to any process. As well as shooting down solutions. "If it weren't for me you guys would still be wandering around doing whatever it was you were doing before I came in."
