PHB: "That tells me you know the plan is faulty now."

Dilbert: "You cannot plan every action for your drive to work ahead of time. You have to check the stoplight after you already started driving."

The PHB is continually telling others about his competence, which is largely non-existent to start with. Dilbert rises to the bait by taking the PHB literally, but Wally's subtle and adroit sarcasm carries the day - question is, did either of the other two get it?
