A napkin is the same as a hand-kerchief in exactly the same way that every computer has a retractable cup holder on the front.

Just because technology can be repurposed or misused doesn't mean that the misuse is the actual purpose or that the misuse won't cause unforeseen problems later.

That's an explanation that any engineer will understand, even the most feral. Of course, Etiquette Lady won't get it in a million years.

"In" implies containment whereas "on" implies superposition. Since the napkin is itself a container (for consumption debris), it is superposed "on" the lap.
