For consumables like pens or batteries or clipboards, holding a draconian line on expenses only encourages hoarding & stealing. Doing so simply makes dishonesty a prerequisite to effectiveness.

In a job in the past I got sat in a slightly different position. I had to make cables as did other engineers that were used on customer equipment, the majority of the time there was a cable failure it was always an engineer who had laid a half-arsed cable and I'd have to go and make a brand new well fitting cable.

Never been in the position of people stealing my cables tho.
