A project is team experiencing a series of small failures buoyed up by many meetings. A project never reaches a noticeable finalization until the team is reassigned to a new project. Hence, the eminently qualified PHB needs the over qualified Wally on every project as the team stabilizing anchor and overall clean-up man.
A concept so profound that even the PHB and Wally can not grasp it.
Let's see: Wally's strengths are
(1) drinking coffee;
(2) avoiding doing any real work;
(3) finding original ways of insulting his managers.
There do not seem to be any projects that require this skill set. I wonder if the PHB will eventually come to the conclusion that replacing Wally with someone with a different set of strengths might make his job easier.
