I have sent emails to people asking for their decision on an item that is holding up a project.
You need to include a line similar to:

"If I don't hear back before [insert date] I will have to assume [one of the possible answers] to prevent the project overrunning."

If they don't answer or try to make you wait longer for an answer, it then becomes their fault if everything is late.
