Actually: A scientific theory summarizes a hypothesis or group of hypotheses that have been supported with repeated testing. If enough evidence accumulates to support a hypothesis, it moves to the next step—known as a theory—in the scientific method and becomes accepted as a valid explanation of a phenomenon.

Please!! Creationism and evolution of a species are not mutually exclusive, but the "Origin of the Species" has no scientific proof to back it up. That's why it's still called a theory!

As for intelligence. I guess this would apply to each and every country. As all scientist that take money from governments, usually have to obey the politicians that pay for their research. The level of intelligence of the nuclear scientist have no correlation with the lever of intelligence of the politicians.

Both Dilbert and Asok should know this. As they have PHB as their boss.
