The PHB never has a problem with Wally - he just puts Wally's name on a blank sheet of paper and hands it in. Dilbert needs to have a heart to heart with Wally....

Our technical group was logging hours to projects that were averaging 60 percent of the "engineer's" estimates. Our boss's former boss wanted that that figure to be 90 percent. Our boss made the mistake of asking if that meant she wanted more accurate estimates. The answer was "no" -- she didn't want to embarrass the "engineers."

"I'd like to take on more responsibility." In 35 years with the federal government I never heard it, and I most certainly never said it. "My plate is full' was the comment when new assignments were dished out. Sometimes that worked, more often it did not. But one never, ever, asked for more.
