Not really. In the real corporate world, the equations are different

Bad Performance Review = I don't have to come up with an excuse not to give you a raise.
Good Performance Review = You still won't get a raise but now I have to blame it on the economy.

The purpose of a performance review is to justify salary decisions already made and that have nothing to do with performance. They are used to reward friends and punish the riff-raff. Actual work is irrelevant.

If it's documented in the performance review, it must be true. God forbid PHB has to do any additional work ... like rewriting one.

Bad Performance Review = I don't have to give you a raise.
Good Performance Review = I will have to give you a raise.

PHB I'll stick with the Bad Review.
