The boss secretly loves Alice and thinks if he can get her to leave he can then divorce his wife and date Alice, which he cannot do if she is an employee and he is her superior. He knows he could sweep Alice off her feet because of his management talent. He is more devious than you would think.

I am surprised he didn't pull out the blanket excuse, "we didn't meet our projections". That way he could deny raises for everyone.
