In order to reduce his workload/physical activity to an even lower level, Wally should go to intravenous coffee fed by a Starbucks next door....

But that would eliminate his raison d'être...He needs to be "on the job", if not, really, "at work, " in order to be "That Guy": a bad example to some, an aspiration to others. And, despite of his newly announced goal, he will not be holed up in his cubicle all day, in a self-created isolation chamber. He will still climb out periodical to fill up his cup, or drain his bladder, offering more grief to his management, minor irritation to some colleagues, and mild encouragement to others, while in transit. This interaction is important not only to himself, but to the whole office environment.

Besides, if he telecommuted, he would just be another invisible face in a huge multi-slacking crowd.

I multi-tasked like that for years. Drink coffee, play online pinball, and listen to classical music on my CD player. The best job I ever had, by far.
