I believe Scott made a rare mistake. He said "INcomplete data." I think he meant "COMPLETE data." The PHB's don't make decisions until facts are available to be ignored.

A former PHManager of mine would demonstrate the most careful, logical reasoning.

"The numbers you gave me were wrong."
"Wrong? In what way?"
"You didn't give me what I wanted."
"I gave you everything you asked for. In fact, more than you asked for."
"That's not what I wanted. I'm not a 'numbers' guy, I can't use this. Don't give me numbers."
"The data is numerical. It doesn't come in any other form."
"If you can't tell the difference between what I ask for and what I want, I'll get someone else who can. Now, about these numbers, they're wrong."
